Fair Access Policy in Kuwait isp’s

this is a disappointing news in kuwait, internet company started to limit the usage of their service and i personally think it’s kind of lame, i mean countries all over the world are using new technology that can handle all that massive usage of internet and offers high speed mean while in kuwait they limit the internet usage….

people in kuwait been using DSL connection since ever and i’ve never had a bad connection in any how cause of what they call now “high usage”, whats the difference now from a telecommunication company and internet company’s? and  using a cable is way more powerful than using a wireless connection but i don’t think that happens in kuwait any more, i’ve looked all over to see whats the current “Fair Access Policy” of kuwait’s isp’s and this is what i found so far, the people that would be really affected are torrent downloading people mean while regular internet users are OK. (that explains why i’m not so exited about this news :p )

What happens in Fair Access Policy, How does it work?

Under the policy we have defined fair usage levels (Download Allowance/Daily Trigger) for unlimited data transfer (download) plans and needless to mention, the usage levels set are very generous such that most customers will not be affected by the FAP/FUP as shown in the below table.
The policy is implemented automatically by monitoring usage. Each service plan is assigned a Download Allowance Trigger. The Download Allowance Trigger is the amount of data (in bytes), which can be downloaded by a subscriber without restriction. As you download at a high rate, your allowance will be depleted.
On reaching the fair usage level (Download Allowance/Trigger), the plan speed will be rationalized to 25%, while data transfer (download) remain unlimited at the reduced speed.

How does the Fair Access/Usage Policy (FAP/FUP) work?

This policy defines fair usage levels (Download Allowance/Daily Trigger) for the unlimited data transfer (download) plans, by which usage levels were set at high rates to ensure that most users will not be affected.  These rates were set based on subscriptions’ speeds, and the policy is automatically applied by monitoring the usage over a 24 hours period.

The download allowance/daily trigger is the amount of data (in bytes), which can be downloaded by a user without restriction within a 24-hour period from 3:00am to 3:00 am next day. Once exceeding this level within the 24 hours, only the connection speed will be reduced to 25% of the original speed, but the data transfer (download) will remain unlimited at this reduced speed, and at 3:01 am the original speed will be restored, and the usage counter will be reset.
